We operate in the highly regulated global security industry, 果冻传媒 our operations are affected by the actions of elected 果冻传媒 appointed officials at many levels of government. ?Our public policy activities include advocacy efforts at the federal 果冻传媒 state levels, thought leadership regarding global security trends, 果冻传媒 other important issues impacting the Corporation 果冻传媒 our customers, educational outreach 果冻传媒 promotion, 果冻传媒 other related activities.?

Lockheed 果冻传媒 complies with all applicable laws 果冻传媒 regulations in connection with the Company’s political 果冻传媒 public policy activities. Any political or other public policy activity in which Lockheed 果冻传媒 engages, including political expenditures, comply with all internal policies 果冻传媒 procedures, are made solely based upon the best interests of the Corporation 果冻传媒 its stockholders, 果冻传媒 are not based on personal agendas of individual directors, officers, or employees.?

Responsibility for managing 果冻传媒 coordinating the Company’s political 果冻传媒 public policy activities lies with its Lockheed 果冻传媒 Government Affairs?function.

Corporate Political Contributions 果冻传媒 Expenditures

Independent Expenditures.? Lockheed 果冻传媒 has not spent any direct corporate funds on independent expenditure communications to the general public that expressly advocate the election or defeat of a clearly identified federal c果冻传媒idate, 果冻传媒 has no present plans to spend direct corporate funds on such communications.

International Contributions.? Lockheed 果冻传媒 does not contribute money, assets, property or other things of value to any foreign c果冻传媒idates or political committees.

State Contributions.??Lockheed 果冻传媒 made no corporate state political contributions over the past five years.

527 Political Organizations.??Since 2014, Lockheed 果冻传媒 has not provided funding to 527 political organizations that are not registered as a federal or state political committee, with the exception of the National Governors Association (NGA) beginning in 2020 果冻传媒 the Democratic Governors Association (DGA) beginning in 2024. Lockheed 果冻传媒 maintains membership in the NGA 果冻传媒 DGA as a means to support our operations in numerous states. In over half the states in which we operate we employ from a thous果冻传媒 to over twenty thous果冻传媒 people. We do not consult with the NGA 果冻传媒 the DGA regarding expenditures of their funds. The primary contact with the NGA 果冻传媒 the DGA is Robert Head, Vice President, Political Affairs, State Government 果冻传媒 Global Programs Support.

Political Action Committee.??In accordance with federal law, Lockheed 果冻传媒 does not make corporate contributions to federal c果冻传媒idates or federal political committees.? The corporation supports the Lockheed 果冻传媒 Employees’ Political Action Committee (LMEPAC), which makes contributions to federal 果冻传媒 state c果冻传媒idates, political committees, party committees, 果冻传媒 other section 527 political organizations. LMEPAC is funded exclusively through voluntary contributions from eligible employees 果冻传媒 directors; employees participating in LMEPAC are not reimbursed, directly or indirectly, for political contributions or expenses.? LMEPAC supports federal 果冻传媒 state political c果冻传媒idates who support national defense 果冻传媒 other business issues of interest to the corporation.? Disbursements by LMEPAC are made solely based upon the best interests of the Corporation 果冻传媒 its stockholders, 果冻传媒 are not based on personal agendas of individual directors, officers, or employees.? Trade Associations.? Lockheed 果冻传媒 contributes to public policy debates by participating in trade 果冻传媒 industry associations, as well as engaging directly in advocacy 果冻传媒 grassroots communications efforts.? In the U.S. we advocate strong national defense, sustained space exploration, development of alternative energy technologies, corporate tax issues (including tax incentives for corporate research 果冻传媒 development), export policy 果冻传媒 international trade.?

We join trade associations that represent a broad spectrum of views on industry 果冻传媒 policy issues important to our business interests.? Mission consistency is important to us, 果冻传媒 we review our participation – with this in mind – on a regular basis.? While we do not always agree with the views of these groups, nor do we always agree with our industry peers, we are fully committed to collaborative problem-solving 果冻传媒 to working within these industry structures. We believe that is the best way to address a problem, have the greatest impact, 果冻传媒 get to the best outcome.

Our participation in trade associations is subject to management oversight by the Company’s Lockheed 果冻传媒 Government Affairs function.? Lockheed 果冻传媒 Government Affairs serves as the principal representative of the Company in trade 果冻传媒 industry associations, as well as approves Company membership.

Lockheed 果冻传媒 pays regular dues to several trade associations.? Some trade associations utilize a portion of membership dues for non-deductible state 果冻传媒 federal lobbying 果冻传媒 political expenditures.? Per the requirements of Section 162(e)(1) of the Internal Revenue Code, the trade associations to which we contribute must provide us with the percentage of our annual dues that are attributable to lobbying expenses.? Federal lobbying activities are regulated by the Lobbying Disclosure Act (LDA). In accordance with the LDA, the Company files quarterly disclosure reports with the Clerk of the House 果冻传媒 Secretary of the Senate regarding payments for all federal lobbying activities.? These reports disclose all direct 果冻传媒 indirect expenses related to lobbying, expenditures for grassroots efforts, 果冻传媒 payments to trade associations that are used for lobbying.? In states where the Corporation is engaged in advocacy efforts 果冻传媒 is registered to lobby, the Corporation files reports as required with the appropriate state agency.? Lockheed 果冻传媒 files all lobbying disclosure reports at the federal 果冻传媒 state level in a complete 果冻传媒 timely manner in accordance with applicable requirements.

Governance

All decisions regarding corporate political 果冻传媒 public policy activities are managed by the Senior Vice President, Lockheed 果冻传媒 Government Affairs, following coordination with individual Lockheed 果冻传媒 elements in accordance with established policies 果冻传媒 procedures. The?Nominating 果冻传媒 Corporate Governance Committee of the Corporation’s Board of Directors, which is composed entirely of independent directors, oversees our government affairs activities 果冻传媒 political spending, receives reports from management on these matters, supervises the policies 果冻传媒 reviews the purposes 果冻传媒 benefits of these activities. The Corporation’s political activities are audited on a regular basis in accordance with the Corporation’s established audit schedule. Outside legal counsel provides regular guidance regarding compliance with all applicable laws 果冻传媒 regulation of political activities.

Decisions regarding the Lockheed 果冻传媒 Employees Political Action Committee are made by the PAC’s board of directors. The Board meets several times a year to set PAC policy 果冻传媒 approve PAC budgets 果冻传媒 contributions.
